Broome County Executive Debbie Preston Announces $35,000 In Welfare Fraud Busts

 

(Binghamton, NY) – Broome County Executive Debbie Preston today announced 17 Welfare Fraud Arrests, totaling $35,082.26.  She was joined by Broome County Security Director James Dadamio, Deputy Commissioner of Social Services Sandi Sanzo, Social Services Attorney Howard Schultz and Risk Manager Robert Murphy.

 

“We take Welfare Fraud very seriously in Broome County,” said County Executive Debbie Preston.  “These services are in place for those who truly need them as they get back on their feet. Those who abuse them will be caught and prosecuted.  We have no tolerance for Welfare Fraud in Broome County.”

 

“Our office is meticulous in prosecuting Welfare Fraud to protect the well-being of the County,” said District Attorney Gerald F. Mollen. “We do not take these offenses lightly; we owe it to the public to prosecute these offenders and protect the taxpayers of Broome County from such exploitation.”

 

The arrests follow $5.8 million in Welfare Fraud Cost Avoidance previously announced By Preston and nearly $10,000 in Welfare Fraud detected in January.

 

“Relatively low numbers mean we’re catching these abuses early in the process, before an individual receives even more money that they’re not entitled to,” said Broome County Security Director James Dadamio. “Generally the higher the figure, the longer an individual has been abusing the system.”

 

Specific arrests include:

 

Tanya Rivera, age 34 of Wallace Rd. Binghamton NY 13905. Submitted a false statement regarding income. Charged with Welfare Fraud SSL 145, a misdemeanor.

 

Keesa Ragsdale, age 35 of Catherine St. Binghamton NY 13905. Received $7,320.27 in Daycare not entitled to during December 2010 to July 2011 due to misusing Daycare benefits. Charged with Welfare Fraud SSL 145, a misdemeanor.

 

Michael David, age 55 of Jerome Ave. Binghamton NY 13905. Submitted a Public Assistance application during March 2011 and failed to report home ownership. Charged with Welfare Fraud SSL 145, a misdemeanor and Offering a False Instrument for Filing 1st – a felony.

 

Beverly Blanchard, age 54 of Delaware Ave. Endicott NY 13760. Received $2,400.00 in Food Stamps not entitled to during November 2010 to November 2011 due to failing to report accurate household composition and income of a household member. Charged with Welfare Fraud SSL 145, a misdemeanor.

 

Debbie Duffy, age 49 of Fillmore Ave. Endicott NY 13760. Submitted a false complaint against another client. Charged with Welfare Fraud SSL 145, a misdemeanor.

 

Melissa Foster, age 36 of Byford Blvd Endicott NY 13760. Received $1,272.00 in Food Stamps not entitled to during November 2010 to April 2011 due to failing to report employment. Charged with Welfare Fraud 4th and Offering a False Instrument for Filing 1st – both felonies.

 

Thomas Cross, age 35 of Seymour St. Binghamton NY 13905. Failed to report accurate household composition on a Food Stamp recertification. Charged with Welfare Fraud SSL 145, a misdemeanor and Offering a False Instrument for Filing 1st – a felony.

 

Jennifer Reistetter, age 24 of Grand Ave Johnson City NY 13790. Received $2,140.00 in Daycare not entitled to during August 2011 to September 2011 due to misusing daycare benefits. Charged with Welfare Fraud SSL 145, a misdemeanor.

 

William Green, age 44 of Pendell Hill Rd Whitney Point NY 13862. Submitted a Public Assistance application during March 2011 and failed to report a resource. Charged with Welfare Fraud SSL 145, a misdemeanor and Offering a False Instrument for Filing – a felony.

 

Roy Bell, age 46 of Roberts St. Binghamton NY 13901. Submitted an altered document regarding income against another client. Charged with Welfare Fraud SSL 145, a misdemeanor.

 

Ryan Thogode, age 22 of Oak St. Binghamton NY 13905. Received $2,400.00 in Public Assistance not entitled to during June 2011 to September 2011 due to failing to report accurate household composition. Charged with Welfare Fraud SSL 145, a misdemeanor.

 

Selim Sero, age 49 of Moeller St. Binghamton NY 13904. Submitted a Public Assistance application during June 2011 and failed to report a resource. Charged with Welfare Fraud SSL 145, a misdemeanor and Offering a False Instrument for Filing 1st – a felony.

 

Melissa Nezlek, age 34 of S. Liberty Ave. Endicott NY 13760. Received $3,674.00 in Food Stamps not entitled to during May 2011 to October 2011 due to failing to report accurate household composition and income of household member. Charged with Welfare Fraud 3rd and Offering a False Instrument for Filing 1st – both felonies.

 

Cynthia Cromwell, age 41 of McDonald Ave. Binghamton, NY 13905. Submitted a false medical form to avoid Welfare-to Work requirements. Charged with Criminal Possession of a Forged Instrument 2nd – a felony.

 

Miriam Mathurin, age 26 of Castle Creek Rd Binghamton NY 13901. Received $552.13 in Daycare not entitled to during October 2009 due to misusing Daycare benefits. Charged with Welfare Fraud SSL 145, a misdemeanor.

 

Mary Bryant, age 26 of Seymour St. Binghamton NY 13905. received $5,803.36 in Daycare not entitle to during June 2011 to August 2011 due to misusing Daycare benefits and filing a false Food Stamp recertification during July 2011 and failing to report accurate household composition. Charged with Welfare Fraud 3rd and Offering a False Instrument for Filing 1st – both felonies.

 

Debra Scott, age 54 of Broad St. Johnson City NY 13790. Received $9,520.50 in Public Assistance not entitled to during February 2010 to February 2012 due to failing to report income. Charged with Welfare Fraud 3rd and Offering a False Instrument for Filing 1st – both felonies.

 

The arrests took place last month and the defendants are currently being arraigned in Binghamton City Court.

 

Preston also announced the arrest of Stephen Boyd, age 54, of Davis Ave. Endwell, who was a Broome Community College employee when he submitted a Workers' Compensation Benefit Application and received $5,975.74 in benefits to which he was not entitled. 

 

Boyd submitted this application based upon his inability to work due to an on the job injury while failing to disclose his employment and receipt of wages from another employer during this claim period.

 

Boyd was charged with Grand Larceny 3rd Degree 155.35 NYS Penal Law and Fraudulent Workers' Compensation Practice 114 Workers' Compensation Law.
